Description:
The Logan County Commissioners are seeking a qualified individual to manage the Logan County Water Pollution Control District as Director. This position is responsible for all facets of operation, including personnel and fiscal management; EPA compliance; and project oversight. Salary for this position will generally range from $42,000 to $65,000, based on experience and qualifications.

Qualifications:
At a minimum, candidates must have an Associate's degree in Business, Civil Engineering, Environmental Engineering, or have 5 years of advanced responsibility in a manager position of a public utility. A Bachelor's degree is preferred but not required. Applicants with a P.E. license may also be considered for official appointment as District's Sanitary Engineer.

Description:
Supervises management staff within division: sets priorities & assigns tasks accordingly; monitors performance & work quality of subordinates; interviews perspective employees; makes recommendations for hiring, disciplinary
actions & termination; recommends employee requests for leave; assesses employee training needs & arranges necessary training sessions.

Develops long-term operational strategies for consistent & effective operations of plants: prepares & monitors division budget, defining present & future needs; obtains bids from vendors & ensures that proposed purchases meet
budgetary constraints.

Ensures that division is operating in compliance with federal, state and local laws, rules & regulations by monitoring performance of employees & process equipment & analyzing various testing reports: submits various reports to EPA & superiors within the Sanitary Engineering Department.

Monitors facilities to determine where & when buildings & grounds are in need of attention or maintenance: manages on-going inventory of materials & equipment determining timetable & quantity of materials to be purchased.

Gathers data & collates information to prepare a variety of reports & correspondence for county officials, outside agencies & general public.

Acts as a liaison with other divisions, departments, agencies, contractors, organizations & general public: represents department at meetings & conferences; gives presentations to general public to acquaint them with processes, propose & department goals.

Performs miscellaneous emergency duties to assist in maintaining services under all conditions: performs emergency services to clear roads & walks; assists with operations during heavy workloads caused by storms or other unusual conditions.

Qualifications:
Bachelor's degree in a closely related field with 5 yrs. Progressively responsible experience; or, an equivalent combination of education & experience sufficient to successfully perform the essential duties of the position. Current Ohio Class IV Wastewater Certification & valid Ohio driver's license required.
