Nominations are currently being sought for the IACEE Joseph M. Biedenbach Distinguished Lectureship Award and the Glen L. Martin Award for Corporate Leadership in Continuing Engineering Education.
The Joseph M. Biedenbach Distinguished Lectureship Award was established in 1991 to honor the memory of Joseph M. Biedenbach. Professor Biedenbach was one of the initiators of IACEE and the World Conferences on Continuing Engineering Education. The fund is used to support a keynote lecturer, the �Joseph M. Biedenbach Distinguished Lecturer� at the IACEE General Membership Meeting during the World Conference on Continuing Engineering Education. The recipient of the award will be selected by IACEE�s Council.
The Glen L. Martin Award for Corporate Leadership in Continuing Engineering Education was established in memory of Glen L. Martin, a founding corporate member of the IACEE Council, whose tireless efforts to promote corporate involvement in engineering education spanned his career. The award honors a company at each World Conference on Continuing Engineering Education whose support for continuing engineering education demonstrates world class leadership and whose continuing engineering education practices and programs serve as models for companies throughout the world.

Project Afghanistan Helps Afghanistan's Science and Engineering Education Transition to English Language
Project Afghanistan is a consortium of Afghan, American and European universities that are trying to help Afghanistan's science and engineering education programs make a transition to English-language formats within two years. The need for such a transition results from Afghanistan having two official languages: Dari and Pashtu. In the past, people learned both, but now many students only know one and cannot understand each other. The initial goals of the project focus on faculty retraining, curriculum development and the development of English- language teaching materials oriented to science and engineering.
High-Speed Computing Network for Northern Hemisphere Reaches Milestone
The Global Ring Network for Advanced Applications Development (GLORIAD) reached a milestone in September in its effort to create a high-speed computing network around the Northern Hemisphere when it successfully connected with Korea. Two new 10-gigabit-per-secon circuits between Korea-North American and Korea-China add significant new capacity to the base of global research and education network connectivity. The Korea Institute for Science and Technology Information facilitated the new connectivity. GLORIAD's advanced network infrastructure promotes secure dialog and research activities among science and engineering communities in countries that form new and different geopolitical partnerships.
Russian Investment in Research and Development Increasing
According to a recently-released United Nations agency report, Russia will become the third most attractive emerging market for investment in research and development over the next five years. Last year, Russia was the fifth-largest R&D location among emerging markets. Until recently, most global businesses carried out sophisticated research and development activities in their home countries. However, an increasing number of companies now outsource their R&D to emerging markets as they offer cheap but talented manpower. The study raises questions about Russia's higher education. Only 10 percent of Russian engineers are suitable to work for multinational companies, compared with 50 percent of engineers in Poland and Hungary.

IACEE is pleased to announce that the 10th World Conference on Continuing Engineering Education will be held in Vienna, Austria, on April 19-21, 2006. The conference will take place at the Vienna University of Technology.
The conference will focus on many aspects of continuing engineering education, including didactics, E-learning and mobile learning, total quality management and knowledge management.
