Secretary General's Corner

As we have entered the New Year, many institutions and individuals were hit with the issues that accompany the current world financial crisis. Many of you are facing budget cuts, and are having to try to do more with less. It is difficult for many to participate in conferences to learn what the latest innovations are in engineering education. I would like to suggest that you turn to other IACEE members in learning what is coming up in the world of continuing engineering education. IACEE offers several special interest groups that will not only keep you informed, but will offer you new ideas to implement at your institution:

  • Survey of best practices and different methodologies in CEE/CPD

  • Marketing strategies of different CEE/CPD activities

  • Technology in CEE/CPD

  • University-Industry collaboration & knowledge transfer

  • CPD as a tool for building a learning enterprise

  • Engineering responsibility and disaster management

  • Capacity building through CEE/CPD in developing countries

  • The pilot study of DAETE in Asia

The Ninth Forum of 21st Century Continuing Education - Beijing, China - May 18-19, 2009

The Forum on 21st Century Continuing Education was established in 2000 and co-organized by School of Continuing Education in Tsinghua University, the Continuing Education Center of China Association for Science and Technology (CAST), the Continuing Education Center of the General Armament Department of the Chinese People's Liberation Army, and the UNESCO Chair on Continuing Engineering Education in China. Since the UNESCO Chair on Continuing Engineering Education in China is located in School of Continuing Education, Tsinghua University, the Forum has been chaired in turn by the other 3 organizations. The aim of the Forum is to explore the innovative ways to carry out continuing education programs, share experience and seek new directions in the continuing education. Since 2000, the Forum has been successfully held eight times and has great influence on the development of continuing education in China. It has served as a platform for colleagues in the field of continuing education to communicate and exchange views with each other and as the bridge to connect different industries, subjects and regions for communication and collaboration.

The Ninth Forum on 21st Century Continuing Education is scheduled on May 18-19, 2009 in Tsinghua University, Beijing. It will be a significant international forum on which we would like to invite well-known experts, scholars and colleagues from international organizations including UNESCO, IACEE, ASEE, IFEES, AEESEAP, etc. to deliver speeches. The active participation of international colleagues will be of great significance for promoting the reform and development of continuing education in China and expanding the influence of Chinese continuing education in international community.

The theme of the Ninth Forum is The Development Strategy and Collaboration of Continuing Education in a Changing Society. Besides the plenary presentations, there will be 6 breakout sessions on the Forum:

1. The Influence of World Economic Recession on CE
2. The Innovation and Practice of CEE
3. Exploring the Training Mode of University-Industry Partnership
4. Quality Guarantee and Assessment of CE
5. The International Cooperation and Exchanges of CE
6. Strategies for Training within Large Enterprises

The Union of Professional Engineers in Finland - A powerful union for engineers and other experts of technical field

Union of Professional Engineers in Finland, Uusi Insin��riliitto UIL ry, works as a trade union both actively and resolutely for the benefits of engineers, engineering students and other experts of technical field. UIL promotes professional status, career and educational opportunities and the working conditions of its members.

UIL�s operations are based on its members�needs and decisions. With a unanimous and parallel support from its affiliate organisations UIL looks after the interests of its members. It  comprises thirty regional branches and ten national branches; through which engineers and other experts of technical field belong to the union. Engineering students are organised through Insin��riopiskelijaliitto IOL, the Finnish Union of Engineering Students. There are about 20 000 students in IOL. The total membership of UIL is 72,000.

UIL has a central office in Helsinki; the union also has five regional offices situated in Oulu, Mikkeli, Joensuu, Tampere and Pori. UIL belongs to AKAVA, the Confederation of Unions for Academic Professionals in Finland.

Finland�s trade unions are organised under three central organisations. AKAVA (the Confederation of Unions for Academic Professionals in Finland) is one of them. UIL is a member of AKAVA, as well as the Federation of Professional and Managerial Employees, YTN, the Public Sector Negotiating Commission, JUKO and Confederation of Employees in Technical and Basic Service Professions KTN. UIL is one of the largest unions in these organisations.

The cornerstone of the Finnish labour market system is widespread organisation of employees and employers, a strong tradition of bargaining and co-operation and national incomes policy settlements agreed between the government, the trade unions and employers� organisations, which represent the manufacturing and service industries. These settlements not only cover pay rises, but also such matters as taxation and social reform. The negotiated settlement reached within this tripartite system is called the centralised income policy agreement.
